Write a response in which you discuss your views on the policy and explain your reasoning for the position you take. In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequences shape your position.

Studying abroad for at least one semester is an enticing prospect for university students, offering a chance to broaden both academic and personal horizons. However, whether this should be a mandatory requirement in higher education is a matter of debate. The decision largely depends on how students perceive and utilize the opportunity. Should they focus solely on their studies, or should they also take on the role of cultural ambassadors?
While encouraging students to study abroad is beneficial, making it a mandatory requirement is not advisable. Not all students are suited for international study. Assimilating into a new culture requires a deep understanding of that culture, which is challenging if the student lacks sufficient language skills. Gaining proficiency in a foreign language, particularly to a level where communication is comfortable both academically and socially, takes considerable time and effort. As such, studying abroad is only truly advantageous for students who are already proficient in the target language. For example, an English major might greatly benefit from immersion in an English-speaking country, while a Japanese Literature major may find it unnecessary to study in an English-speaking country, as they would receive better instruction in their home country. For an American freshman with rudimentary Chinese, being forced to study in China could hinder their experience, leaving them frustrated and eager to return home.
The issue becomes more complex when considering whether to make every student an exchange student. Firstly, studying abroad is expensive. Even if government funding could cover the costs, it would be impossible to provide this opportunity for all students. More importantly, exchange programs aim to foster multicultural communication. However, for such communication to be effective, students must embody their culture’s most valuable characteristics and be able to express these qualities in a friendly and explicit manner. Exchange students should also have a strong passion for different cultures and an appreciation for multiculturalism. Therefore, universities should selectively choose students who meet these criteria. Only then will they be able to represent their countries well and gain meaningful experiences abroad. If the opportunity is granted indiscriminately, the goal of fostering cultural exchange may be undermined.
Moreover, while communication with different cultures is invaluable, it does not have to be achieved solely through overseas study. Introducing foreign teachers into the home country provides an alternative that can achieve similar cultural exchange without the financial burden of studying abroad. This option is particularly appealing in developing countries where many students cannot afford the expenses of international study.
In conclusion, while studying abroad can offer significant benefits, it should never be made a compulsory requirement. Students should be given the option to choose based on their readiness and desire for the experience. Furthermore, exchange student programs should be selective to ensure that participants can truly contribute to multicultural communication. When financial factors are a concern, alternative options, such as bringing foreign teachers to the home country, should be considered.
